IN APPRENTICING TO SOME USEFUL TRADE OR OCCUPATION BOYS OR GIRLS BORN IN THE BENEFICIAL AREA OR WHO OR WHOSE PARENTS OR EITHER OF THEM HAVE BEEN RESIDENT IN THE BENEFICIAL AREA FOR NOT LESS THAN TEN YEARS AND ARE IN NEED OF FINANCIAL ASSISTANCE WITH A PREFERENCE FOR ORPHAN OR FATHERLESS (INCLUDING ILLEGITIMATE) BOYS OR GIRLS SUBJECT THERETO, ADVANCING THEM IN LIFE.
